Resolution on Rec and Park Audit: Feb '06 Meeting from SPEAK

Whereas, the recently completed audit of the Recreation and Parks Department reveals numerous examples of financial and managerial malfunction which wastes money and often lacks even minimal oversight and accountability;
Whereas, one glaring example, the transfer of gardening staff and millions of dollars in money that was meant to be used for underserved neighborhoods to the revamping of Harding Golf Course, should be held up to public scrutiny;
Whereas, fees for the use of Recreation and Parks facilities are often increased but service to residents is decreased and fees are often not collected from promoters of special events in a timely manner;
Therefore be it resolved, that the Coalition for San Francisco Neighborhoods hereby request that the Recreation and Parks Commission hold a special meeting, apart from their regular monthly meeting, in order to hear, as soon as possible, public comment on the Department audit, so that the suggestions made for improvement which were brought to light in the audit may not be filed away and forgotten;
Be it further resolved, that the SPEAK Board suggests to the many groups that belong to the Coalition for San Francisco Neighborhoods that they read and study this important audit and, as individual groups, join with SPEAK to request this special hearing; and that the Coalition as a body vote to endorse this request.

Resolution: NORCAL Impound Account Jan '06 Meeting from Media Relations

RESOLUTION to support the Board of Supervisors oversight of the accounting and uses of the funds returned to the City collected by Norcal and deposited to the Impound Account from the garbage rates charged to its customers.
WHEREAS, the City has allowed the garbage ratepayers to be surcharged an amount over and above the actual costs to collect, recycle and dispose of San Francisco’s refuse for the purpose of funding “research and development for a Solid Waste Disposal Program;” and
WHEREAS, the amount charged ratepayers and deposited into the Impound Account will have grown from $90,000/year in 1979 to over $12,500,000/year by FY2010–2011; and
WHEREAS, City departments independently determine the amount they desire to surcharge the ratepayers for the Impound Account-funded programs every 5 years when the garbage rates are reviewed; and
WHEREAS, the Board of Supervisors does not approve either the budget or the programs to be funded through the Impound Account before the refuse Rate Board incorporates those budgets into the newly authorized garbage rates; and
WHEREAS, the ratepayers should have the right to examine each year how their surcharged amounts were spent previously by City departments through a special public hearing convened by the Board of Supervisors before the annual City budget process begins; therefore be it
RESOLVED, that Coalition for San Francisco Neighborhoods supports a requirement that the City Administrator provide accounting and program information to the Board of Supervisors, and for the Board to oversee the budgets, uses and programs funded by the portion of the Impound Account returned to the City; and be it
FURTHER RESOLVED, that the Board of Supervisors should publicly review the proposed 5 year City budget and programs to be funded through the Impound Account to ensure that they are in compliance with the intended uses of the Account, and make their recommendations known to the Director of DPW and the Refuse Rate Board before the City’s budgets are incorporated into the new garbage rates; and be it
FURTHER RESOLVED, that the Board of Supervisors should identify any amounts collected by Norcal in excess of the originally approved City budgets during its annual Impound Account review process, and propose one-time expenditures benefiting the Solid Waste Management Program.

Resolution on Medical Cannabis: Nov '05 Meeting from LU&H Committee

Be it resolved that the Coalition for San Francisco Neighborhoods (CSFN) opposes the proposed Medical Cannabis Guidelines and Medical Cannabis Dispensary Zoning and Permitting legislation as currently written and amended on October 18, 2005.
The CSFN has grave concerns about:
* The locations and safety zones proposed around medical cannabis dispensary sites.
* The lack of required medical oversight.
* The absence of prohibition against sale to minors.
* Inadequate caregiver and operator qualifications required.
Unless these concerns can be adequately addressed, the bill should be defeated.

Resolution on Medical Cannabis: Nov '05 Meeting from LU&H Committee

The Coalition for San Francisco Neighborhoods strongly urges the Board of Supervisors to adopt the following unanimous recommendation of the Planning Commission to the Board to:
a. Not adopt the proposed Better Neighborhoods Planning legislation; and
b. Establish a pilot program of the proposed Ordinance with a sunset date. (Amended - striking b. - and Passed) (17 yes, 0 no, 1 abstained) RESOLVE: “The CSFN strongly urges the Board of Supervisors to adopt the following unanimous recommendation of the Planning Commission to the Board to NOT adopt the proposed Better Neighborhoods Planning legislation.”


Resolution for August '05 Meeting from SPEAK

Resolved: that CSFN, in support of the Tuolumne River Trust and Clean Water Action, urge Mayor Gavin Newsom and the San Francisco Board of Supervisors to direct the PUC to make San Francisco and its customers a model of water conservation, efficiency, and recycling by:
• abandoning its 30-year-old plan to construct a new pipeline and reservoir which would divert waters from the endangered Tuolumne River in a flawed attempt to insure water quality and reliability, and instead exercise model stewardship of the River and its ecosystem by funding restoration projects along the River, and by
• substituting development and implementation of additional water conservation, efficient use, and recycling methods in its plans to upgrade the Hetch Hetchy water system in collaboration with other Bay Area water districts, in recognition of revised lower water use projections and the urgent need for reversing river destruction, preserving ecosystem balance, and restoring riverine habitat, and by
• providing quarterly reports to the public reflecting the amounts expended each quarter in aggregate on each water system restoration project financed by the PUC bonds approved by the voters and repaid by the water ratepayers, and posting these reports on a PUC website and in written form available at all libraries (for quarters ending Sept 30, Dec 31, March 31 and June 30).

Resolution at July '05 Meeting from Land Use and Housing Committee
RESOLVED, that the CSFN respectfully urges the Planning Commission and the Board of Supervisors to request immediately the Board of Supervisors to extend 60 days or until September 28, 2005 the prescribed time within which the Planning Commission may render its decision on the proposed “Better Neighborhoods Planning” ordinance. Moved, 2nd, PASSED.

Emergency Resolution at April '05 Meeting
Sue Cauthen / NBN introduced the following emergency resolution:
Therefore be it resolved that the Coalition for San Francisco Neighborhoods supports implementation of a pilot plan to limit public parking at Coit Tower during peak periods in the summer of 2005. The resolution passed as an emergency and, after being duly seconded passed 18-0-0.

Resolutions at April '05 Meeting from Land Use and Housing Committee
RESOLVED: CSFN endorses the Appeal of the Bike Plan to require initial review /EIR because it amends the General Plan and will create significant impacts on the environment This passed unanimously.
RESOLVED: The Land Use Comte supports the traditional right of the Planning Commission to rehear any matters previously acted upon and on which conditions have been imposed which have subsequently been substantially modified. This passed unanimously.

Resolution for April '05 Meeting
SPEAK introduced the following resolution:
Regarding Garbage Rate Increase
THEREFORE BE IT RESOLVED, That the CSFN urges the Mayor to require the hiring of a Public Advocate to represent the ratepayers’ interests during the entirety of the next Refuse Rate Review Process to be paid from the funds collected in the Norcal Impound Account for the Solid Waste Management Program administered by the city and to be budgeted for the fiscal year 2005-06. After discussion the resolution passed (18-0-0)

Resolution for March '05 Meeting
Steven Gruel and Frank Noto / GGHNA introduced the following resolution Regarding the City's Infrastructure:
Now, Therefore, The Coalition For San Francisco Neighborhoods Does Hereby Resolve That the CSFN urges the Mayor and members of the Board of Supervisors act to support a comprehensive City program of capital planning and maintenances of the city’s infrastructure, including parks and open space; to establish a budget set aside for capital maintenance; develop a program to track maintenance and repair and replacement need; and, clarify Rainy Day Fund capital provisions; and consider options for requiring departments to budget for maintenance.

ExCom Resolution Regarding Disaster Planning for Jan 18, 2005
Resolved: CSFN urges the Mayor and the Office of Emergency Services to complete and distribute the Disaster Plan for San Francisco. Submitted by Emeric Kalman

Emergency Resolution RE: Widening Martin Luther King Drive in GG Park
Therefore be it resolved, that the Coalition for San Francisco Neighborhoods requests that the Board of Supervisors and the Mayor intervene to stop the construction of a second entrance to the parking garage under construction in the Music Concourse area of Golden Gate Park and to prevent the widening of Martin Luther King Drive from Ninth Avenue and Lincoln Way to provide exclusively dedicated access to this second entrance to the garage.—Submitted by Mary Anne Miller SPEAK Jan 18, 2005

Emergency Resolution: Music Concourse - Jan. 18. 2005
Whereas, a landmark application for the Music Concourse in Golden Gate Park has been submitted to the Landmarks Preservation Advisory Board, and
Whereas, the Music Concourse and its grid of pollarded trees have been a valued part of San Francisco’s heritage for over 100 years, and
Whereas, this grid of trees has been recently threatened by various proposals to remove part, and in one case all, of the tree grid and to engage in construction practices potentially damaging to the individual trees,
Be it resolved that, the Coalition for San Francisco Neighborhoods supports the landmarking of the Music Concourse and its grid of trees and, furthermore, requests that the Landmarks Board incorporate strict guidelines into the Landmark Ordinance for the protection of the grid of trees.
